Parameters

model  IHasPhoneNumber
The model containing the PhoneNumber property
canBeNull  Boolean
If this is false, then an empty value will suffice. However, if a value is filled in, it still needs to be valid!
validationModel  ValidationModel
The validation model containing the result of the check

Return Value

Boolean
if phone number is valid

Usage Note
